Create the Doc/technotes directory for text files with information
for developers

* Doc/technotes/README: New. README for the technotes

* Doc/technotes/coding_guidelines.txt: New. Coding guidelines for
Thuban

* Doc/technotes/release_process.txt: New. Used to be
HOWTO-Release.  Now slightly adapted to technote formatting style.

* HOWTO-Release: Removed.  It's contents are now in
Doc/technotes/release_process.txt
