Update debian directory:
* debian/changelog: Added new version.
* deiban/rules: Updated management of patches (with cbds)
* debian/control: Added cbds to dependencies
* debian/patches/*: New. Adds better support for patches of thuban in
debian
* debian/menu: Syntax of menu changed slightly
* debian/setup.py.patch: removed because it has been moved to
debian/patechs/setup.py.patch
