        (keymanager_dlg_proc): Add tooltips.

        * wptKeyserver.cpp (URL_encode): New.
        (URL_must_encode): New.
        (kserver_search_init): Properly encode pattern.
        (parse_iso_date): New.
        (keyserver_search): Be more strict to prevent buffer overflows.
