        * WinPT.cpp (load_gettext): Remove file locking.
        (WinMain): Use pre-defined autoconf constants.
        * wptW32API.cpp (init_file_lock, release_file_lock): Deleted.
        * wptGPG.cpp (check_gnupg_engine): Add param @need_gpg_ver.
        Change all callers.

Remove all static version constants. The only place for
constants is now configure.c (config.h).
