updatepages.py
	Added a top docstring and a __version__ variable.

	Moved code into doit() and added main() to handle options.

	Changed default behaviour to only build newer pages,
	this saves me a CVS update before committing the created pages.
	The old behaviour is available with "--force" or "-f".
README
	Changed updatepages.py instructions to mention -f flag.
